All permittees shall use care at a drilling site to keep the area around such drilling site free of mud which will be carried on the public streets by any vehicle or other equipment used at the drilling site. Should any mud be carried on the public street from a drilling site, the permittee may be required to clean up the street to the satisfaction of the City Manager. The City Manager shall have the authority to request a permittee to take specific steps to reduce mud at any given location. Failure of a permittee to clean up the public streets to the satisfaction of the City Manager, or failure to take steps to reduce mud at a given location as requested by the City Manager shall be grounds for revocation of a permit and shall further be a misdemeanor set forth in Section 721.99.
