A permittee shall maintain a temporary fence around the drilling site in accordance with good oil field practice. Should a well be a producer, the permittee shall, upon completion of the well, construct a fence around the well pump and tank batteries, separators, drainage pits and other installations or equipment used at oil well installations within the corporate limits of the City. Such fences shall be chain link, six feet in height with three strands of barbed wire at the top and shall be maintained in good repair. Locking devices shall be used on the tank valves and a locked gate shall be placed on the tank stairway.
