The City Manager shall have authority to grant and issue a license to any person, firm or corporation to exhibit any play, circus, theatrical performance, menagerie, panorama, painting, sculpture, or musical entertainment; or to run a skating rink, shooting gallery, race, merry-go-round, for private gain. Such license shall not be issued for a period in excess of one year. The applicant shall make application to the City Manager stating therein his name and address, the kind of play, show, circus, theatrical performance, menagerie, panorama, painting, sculpture, entertainment which he proposes to operate, and shall pay a license fee of not more than twenty-five dollars ($25.00) nor less than one dollar ($1.00).
