No person shall exhibit within the City any play, show, circus, theatrical performance, menagerie, panoramic painting, sculpture or musical entertainment or the like, nor run a skating rink, shooting gallery, race, merry-go-round for private gain, without first having obtained a license therefor from the City Manager; provided that, this section shall not apply to lectures, exhibits and the like on scientific, historical, literary or art subjects not exhibited for private gain.
