An applicant denied a permit may appeal within fifteen days of the denial to the City Manager, who shall hold a hearing thereon or appoint a hearing officer to hold a hearing thereon, within fifteen days from receipt of the notice of appeal. The City Manager or his hearing officer may affirm or reverse the denial of the permit.
