(a) No person shall operate a railroad locomotive with or without railroad cars attached at a speed of more than thirty-five miles per hour within the corporate limits.
(b) No conductor or other person who has charge of a railroad locomotive with or without cars attached shall permit the operator of the locomotive to operate such locomotive at a speed in excess of thirty-five miles per hour within the corporate limits.

(c) Whoever violates this section is guilty of a minor misdemeanor.
