606.205 DISCRIMINATION BY VILLAGE AGAINST HANDICAPPED PERSONS.
   The following grievance procedure is hereby established in and for the Village in compliance with Section 504 of the Federal Rehabilitation Act of 1973 and subsequent rules and regulations set forth by the Office of Revenue Sharing.
   (a)   A formal written complaint shall be filed with the Village’s Section 504 Coordinator, who shall be designated to handle compliance with the Federal handicapped regulations. Such complaint shall be maintained on file for a period of three years.
   (b)   Within ten days, the Coordinator shall resolve the complaint through reasonable accommodation, dismiss the compliant as not relevant to the handicapped regulations or refer the complaint to the self-evaluation team for review. The complainant, the self-evaluation team and Council shall be notified of the action taken, in writing or by other appropriate formal methods of notification.
   (c)   If the complainant is dissatisfied with the Coordinator’s action, he or she may, within ten days, file such compliant with the self-evaluation team.
   (d)   Within ten days of the formal notice of the complaint, the self-evaluation team shall meet to review the complaint. The Coordinator shall not participate as a member of the team. The complainant shall be notified of such meeting and may be present with counsel if he or she so chooses.
   (e)   Within ten days of their meeting, the self-evaluation team, without the Coordinator, shall resolve the complaint through reasonable accommodation, dismiss the complaint as not relevant to the handicapped regulations or devise plans for needed structural or program changes to reach compliance, and shall
immediately notify Council of such plans. The complainant, the Coordinator and Council shall be notified, in writing or by other appropriate formal methods of notification.
   (f)   If the complainant is dissatisfied with the action of the self-evaluation team, he or she may, within ten days, file such complaint with Council.
   (g)   Within ten days of the formal notice of the complaint, Council shall meet to review the complaint. The complainant shall be notified of such meeting and may be present with counsel if he or she so chooses.
   (h)   Within ten days of its meeting, Council shall resolve the complaint through reasonable accommodation, dismiss the complaint as not relevant to the handicapped regulations or adopt plans for needed structural or program changes to reach compliance. The complainant, the self-evaluation team and the Coordinator shall be notified, in writing or by other appropriate formal methods of notification.
   (i)   The decision of Council shall be final.
