(a) No person shall operate a bicycle upon any public street or alley in the Village unless such bicycle has been registered and a license has been issued for the same.
(b) A person must have attained the age of seven years in order to register and license a bicycle in the Village.
(c) A charge of twenty-five cents (25¢) shall be charged for each license issued.
(d) The inspection, registration and licensing procedures shall be in compliance with regulations established by the Chief of Police.
(e) Any person selling or transferring his bicycle must report the same to the Police Department and the new owner shall be required to re-register such bicycle.

(f) The effective period of licenses issued pursuant to this section shall be three years from the date of issuance, unless the bicycle is sold or transferred prior to the expiration of such period. No owner or operator of a bicycle shall fail to renew the license for such bicycle upon the expiration of the three-year period.

(g) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
