(a) Whenever authorized signs are erected indicating that any street or portion thereof is a play street, no person shall drive a vehicle upon any such street or portion thereof except drivers of vehicles having business or whose residences are within such closed area and then such drivers shall exercise the greatest care in driving upon any such street or portion thereof.

(b) (1) That portion of a twenty foot alley running in an east-west direction between N. Adams Street and N. Jefferson Street which runs between Lots 139 and 140 and between Lots 83 and 84, is hereby designated as a play street and shall be closed to motor vehicle traffic each day during the week between the hours of 2:00 p.m. until dark.
(2) That portion of Pine Avenue which intersects with the above described alley shall be closed to motor vehicle traffic each day during the week between the hours of 2:00 p.m. until dark.
(3) No person shall place or cause to be placed any obstruction in or upon the above designated play street during the hours stated herein.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
