In the absence or disability of the Street Commissioner, the Assistant Street Commissioner shall act as Street Commissioner and shall have the same powers and duties as the regularly appointed Street Commissioner.
The Assistant Street Commissioner, while acting as Street Commissioner, shall be paid on each hour over forty hours per week which he is required to work or for which he works for the health and safety of the residents of the City. Such pay shall be at a time and one-half rate based on his annual salary. This section shall be effective January 1, 1979.
