The Planning Commission shall have the power to frame and adopt a plan for dividing the Municipality or any portion thereof into zones or districts, representing the recommendations of the Commission, in the interest of the public health, safety, convenience, comfort, prosperity and general welfare, for limiting and regulating the height, bulk, location and uses of buildings, other structures and premises in such zones or districts, as provided in Ohio R.C. 713.06.
