238.02 AUXILIARY POLICE FORCE.
   (a)   There is hereby created an Auxiliary Police Force, members of which shall be appointed by the Mayor and Council.
   (b)   An auxiliary police officer shall serve as long as the Mayor and Council direct or until a resignation submitted by him is accepted by the Mayor and Council.
   (c)   The Chief of Police shall be the commanding officer of the Auxiliary Police Force and, subject to the approval of the Mayor and Council, shall have control of the assignment, training, stationing and direction of work of such Force. The Auxiliary Police Force will have all police powers, but shall perform only such police duties as are assigned by the Chief and shall act only when in the prescribed uniform or portion of uniform. The Chief shall prescribe the time and place such uniform or portion thereof shall be worn. Auxiliary police officers shall obey the chain of command of the Police Department and shall take orders from all regularly appointed members thereof.
   (d)   The Mayor and Council are hereby authorized to prescribe the type of uniform or part thereof which shall be worn.
   (e)   The Chief of Police shall, with the approval of the Mayor and Council, prescribe the rules and regulations for the conduct and control of the Auxiliary Police Force. Auxiliary police officers shall receive compensation in the amount of one dollar ($1.00) per year per patrolman and shall serve within the Village only.
   (f)   This section is declared by the Mayor and Council to be an exercise by the Village of its police powers for the protection of the public peace, health, property, safety and general welfare, and neither the Village nor any agent or representative thereof, nor any individual, firm, partnership, or corporation, nor the receiver or trustee or any other agent thereof, who in good faith executes any executive order, rule or regulation promulgated pursuant to the provisions of this section, shall be liable for injury or damage sustained to any person or property as a direct or proximate result of such action.
   (g)   The provisions of this section, individually or severally, shall not be construed as intended by the Mayor and Council to be in conflict with any Federal or State statute or with any military or naval order, rule or regulation.
   (h)   The Mayor and Council are hereby authorized and directed to promulgate such executive orders, rules and regulations as, in their discretion, are either necessary or desirable, in the administration of the Auxiliary Police Force.

   (i)   Auxiliary police officers may be used as special police at the discretion of the Chief of Police and when so used they shall be paid the hourly rate payable to special police.

   (j)   To qualify as an auxiliary police officer, a person must serve the required number of hours as established by the Chief of Police.
   (k)   The cost of all required police schooling for auxiliary police officers may be paid at the discretion of the Chief of Police, upon the successful completion of such schooling.

   (l)   Upon the completion of such schooling, an annual clothing allowance of one hundred dollars ($100.00) may be paid to such auxiliary police officers at the discretion of the Chief of Police.
