There is hereby established the position of First Deputy Fiscal Officer. Such person shall be a skilled bookkeeper, shall be appointed by the Fiscal Officer with the approval of Council and shall be compensated, as determined by Council, from the following funds: One-third from the General Fund; one-third from the Water Fund; and one-third from the Sewer Fund.
