No plaster lath shall be exposed, and the owner or occupant, or either of them, of any premises open to the public shall, within thirty days after the effective date of this section (Ordinance 493, passed April 6, 1953), and at all times thereafter, cover or cause to be covered all such lath with a fireproof material.
