All sidewalk grills and other openings in sidewalks or building openings adjacent to sidewalks and within eighteen inches of the sidewalk level (except doorways) shall, within thirty days after the effective date of this section (Ordinance 493, passed April 6, 1953), and at all times thereafter, be screened with a fireproof material having a mesh of one-eighth of an inch or less and such screens shall be maintained at all times by the owner or occupant of the premises adjacent to such sidewalk.
