(a) The ERU shall be determined by a survey of not less than eight (8) single-family residential properties representing neighborhoods Village-wide. The survey shall determine the square footage of impervious area attributable to each property. The average square footage for the individual properties shall be calculated. This average square footage shall represent one (1) Equivalent Residential Unit (ERU).
(b) Determination of the ERU shall be completed prior to the establishment of the ERU Rate (User Fee). The ERU shall be reviewed every eight (8) years in order to account for changes in the single-family residential market.
