The Planning Commission shall manage, conduct, and control the storm water drainage system. Village Council shall establish a schedule of rates or charges or rents for the use of said system, the Planning Commission shall ensure the collection of said charges through the Clerk- Treasurer's office. The Planning Commission Director shall designate those agents to ensure compliance. The Planning Commission shall assess user fee charges based upon said calculations and shall forward same to the Clerk-Treasurer's office for collection.
