Storm water and all other unpolluted drainage shall be discharged into such sewers as are specifically designated as storm drains or into a natural outlet approved by the Loudonville Planning Commission. Unpolluted industrial cooling water or process waters may be discharged on approval by the Planning Commission and the Ohio Environmental Protection agency into a storm sewer or natural outlet.
