(a) The Planning Commission shall manage the utility and make such regulations or rules as may be found necessary for the safe, economical and efficient management and protection of the storm water drainage system, and for the enforcement of the provisions of this chapter.
(b) The Planning Commission shall make and enforce such rules as it may deem necessary for the enforcement of the provisions of this chapter, for the proper determination and collection of the rates and charges herein provided and for the safe, efficient and economical management of the system.
