The system of public storm water drainage sewers and appurtenances shall be operated as a public utility. Council has deemed it necessary to construct, maintain and operate within or without the Municipality the necessary storm water drainage sewers, culverts, catch basins, drains, ditches, streams, retention/detention ponds and appurtenances for the use of the inhabitants of the Municipality.
