1050.09 RECYCLING PROGRAM.
   (a)   As used in this section, “recyclable materials” or “recyclables” means materials having an economic value in the secondary materials market. The following materials have such economic value: aluminum cans and articles, bi-metal cans, glass containers, plastic beverage containers, computer print out paper, computer tab cards, office paper, steel cans, newspaper print and corrugate cardboard.
   (b)   There is hereby established in the Village a recycling program, which includes mandatory separation by Village residents of recyclables from garbage and refuse discarded for Village pick-up by the Village or its designated agent, which pick-up also includes transportation and subsequent placement of such recyclable materials into the secondary materials market.
   (c)   Residents of the Village, prior to placing household garbage or refuse at the street line for weekly collection by the Village or its designated agent, shall separate all recyclable material from such garbage or refuse, which shall be collected by the Village along with garbage and refuse by the Village or its designated agent. All newspapers shall be bundled separately and tied with string or twine or placed in separate paper sacks, and all other recyclables shall be placed at the street line in a separate container or containers provided by the Village or its designated agent. All such recyclable materials shall be then placed alongside the regular garbage and refuse, or at such other location designated by the Village or its agent.
   (d)   It shall be a violation of this section for any person to place garbage or refuse for collection by the Village unless such person has first separated out from such garbage and refuse all recyclable materials for separate pick-up as set forth in subsection (c) hereof.
   (e)   From the time a resident places recyclables at the street line in accordance with the terms of this section, such recyclable items shall become the property of the Village. It shall be a violation of this section for any person unauthorized by the Village, to collect or pick up, or cause to be collected or picked up, any such items, and each such collection or pick up in violation of this section, from any location, shall constitute a separate and distinct offense
   (f)   Nothing in this section shall prohibit any person from donating or selling recyclables to any other person, whether operating for profit or not.
