(a) Each customer shall furnish all cans and receptacles.
(b) All landlords who own apartment rental units and who do not pay for the trash removal from each rental unit shall have the tenants notify the contractor if they want the services of the contractor. Each rental unit shall be a separate service.
(c) The contractor shall furnish trucks, tanks, wagons or other means of conveyance as are necessary to collect garbage and refuse. The conveyance shall be constructed so that no garbage or refuse matter shall leak out of or be strewn on the streets or private premises and so that odors from the substances carried in such conveyance are not offensive to the public.
