Garbage containers or receptacles shall not be over thirty-three gallons in capacity. They shall be kept in a readily accessible place for collection and shall be maintained in a reasonably clean condition, sufficiently free of odors so as not to be offensive to the public. No garbage container or receptacle placed in an accessible location for collection along any street or other public right of way within the Village shall be deposited in any street, alley, river, stream, or other public place within the Village, nor upon open private property. Such garbage containers and receptacles placed in an accessible location for collection shall not be placed at such location prior to 6:00 p.m. of the date preceding the scheduled day for the collection of garbage and refuse within the Village.
