1024.01 DEFINITIONS.
   As used in this chapter, unless the context specifically indicates otherwise:
   (a)    "Village" means the Village of Loudonville, Ohio.
   (b)    "Board" means the Board of Trustees of Public Affairs of the Village.
   (c)    "Sanitary sewer" means a pipe or conduit for carrying sanitary sewage.
   (d)    "Sewer line extension" means an addition to the sanitary sewerage system of the Village by means of a connection to the end of an existing line or a manhole.
   (e)    "Village sewerage system" means the system of sewers, either public or private, which conducts the sanitary wastes to the Village treatment plant.
   (f)    "Public sewer" means a sewer in which all owners of abutting properties have equal rights, and which is owned and controlled by the Village.
   (g)    "Private sewer" means a sewer in which all owners of abutting properties do not have equal rights, and which is not controlled by the Village.
   (h)    "Lateral" means the extension from the building drain to the public or private sewer.
   (i)    "Owner" means the person, group of persons, developer or other party desirous of making an extension to the sanitary sewerage system and who will pay for the improvement.
   (j)    "Engineer" means the engineer or engineering firm employed by the Village to handle all matters requiring engineering decisions and judgment.
   (k)    "Inspector" means the Sewer and Plumbing Inspector employed by the Board Trustees of Public Affairs to inspect and approve the materials and workmanship required for the sewerage line extensions.
   (l)    "ASTM" means American Society for Testing Materials.
   (m)    "Shall" is mandatory; "may" is permissive.
