All pipe line repairing and connections shall be made according to the following rules:
(a) Before any connection with the sanitary sewerage system is made and any house drainage put in, or any repair made thereon, a permit must first be obtained.
(b) No pipe or other material for connections shall be used until it has been inspected by the Sewer and Plumbing Inspector and approved by him. All work must be inspected and performed to the satisfaction of the Inspector.
(c) In opening any street or public way, all materials must be placed where they will cause the least inconvenience to the public, and the hole must be enclosed with a sufficient barrier and properly lighted at night from the commencement to the end of the works.
(d) No street shall be opened until the “Y” branch of the sewer and the course of the drain to be laid have been located by the Sewer and Plumbing Inspector.
(e) The least grade that shall be allowed for house connections is one-fourth of an inch for each two-foot pipe length.
(f) All joints in sewer pipe shall be made in accordance with the provisions of the Ohio Building Code and changes in direction shall be made with long curves, one-eighth bends or “Y”s.
(g) The ends of pipes not to be immediately connected must be securely closed and made watertight with imperishable material. The inside of every drain, after it is laid, must be left smooth and clean throughout its entire length and be true to line and grade.
(h) The backfilling over connections in the streets and public ways, after pipes are laid, must be accomplished with B 19 Crusher Run aggregate and be puddled or rammed, and all water, gas or other pipes or street fixtures shall be protected from injury or settlement. The surface of the street or public way must be put in good condition within forty-eight hours after the completion of the connection.
(i) No subsoil drain, drain pipe, waterpipe or rain water pipe shall be connected to the sanitary sewerage system.
(j) Sewer connections shall enter the side of the sanitary sewer in the direction of flow of the sewer at a forty-five degree angle.
