Before any building or premises is connected with the sanitary sewerage system, the owner or his agent shall make application to the Clerk-Treasurer for such connection. The applicant in the application shall agree to abide by the rules and regulations governing sewer connections as are fixed by Village ordinance and shall pay the Clerk-Treasurer a tap or connection fee of one hundred dollars ($100.00). Building complexes, such as mobile home parks, travel trailer parks, apartment buildings, nursing homes, hospitals, factories and schools shall be required to pay only one tap fee or connection fee and to have one water meter when the entire service for the complex is to be paid for by the individual, association or corporation making application for such tap or connection. Where there are separate sewer services to be paid by separate parties, each separate service shall be metered.
