It shall be unlawful for any owner, lessee, agent or manager of any public dance hall within the town to hold, or permit to be held, therein any dance at any time unless the dance hall shall comply with and conform to all ordinances and regulations of said town for the protection of the public from fires, and unless said hall is properly ventilated and supplied with toilet conveniences and is otherwise a safe and proper place for the purpose for which it shall be used.
