SEC. 134.07. DEPARTMENT NOT TO DISCRIMINATE.
 
   The Department shall provide electricity to its customers in accordance with the provisions of this chapter, and in a manner reasonably calculated to effectuate the intent thereof and without regard to the status or nature of the customer.
