SEC. 89.12. DRIVING UNDER INFLUENCE OF NON-NARCOTIC DRUG.
 
   No person under the influence of any drug, other than a narcotic or amphetamine or any derivative thereof, to a degree which renders him incapable of safely driving a vehicle shall drive a vehicle upon any roadway or in any parking area.
