The rules and regulations for the operation of vehicles in the Harbor District on roadways open to the use of the public for purposes of vehicular travel are contained in the Vehicle Code of the State of California and in this Division “S”. The Board of Harbor Commissioners shall have the power, as provided in Sec. 139(h) of the Charter of the City of Los Angeles, to suspend, modify or amend temporarily any rule or regulation in this Division “S” and to place in effect any temporary traffic rule or regulation to the extent authorized by the Vehicle Code for periods not to exceed ninety days.
