The Department shall install markers, buttons or signs within or adjacent to intersections indicating the course to be travelled by vehicles turning at or approaching such intersections, whenever it determines upon the basis of traffic engineering principles and study that such an installation is necessary to control a hazard, reduce congestion or foster the orderly movement of traffic.
