The Department is hereby authorized to determine and designate those intersections and other places where the elimination or restriction of left turns or of right turns is reasonably necessary in order to reduce traffic congestion or to diminish the hazard of collision, and when such determination has been made in any case, the Department is directed to install at each intersection or place so designated, appropriate signs giving notice that left turns or right turns, or both, are prohibited, in one or more directions, and at such times, or at all times, as may be consistent with the finding of necessity.
