If any unattended vessel shall be found to be anchored or moored within the entrance channel, the Director may assume custody of such vessel and cause it to be removed or held or placed in storage. The Director or his deputies shall not be held liable for any damage to such vessel whether such damage occurs before or after he assumes custody.
If said vessel is not claimed by the owner thereof, the Director may deal with such vessel in the manner as provided in the Civil Code as it now reads or as it may hereafter be amended.
