Whenever an employee is promoted, demoted, transferred, or displaced from one position to another, and such change of position is effective on the same day as the effective day of any change in the salary range of the position the employee is leaving, the change of position shall, for the sole purpose of determining the rate of salary to be thereafter paid to such employee in his new position, be deemed to have occurred on the day before the effective date of the salary range change. However, no employee shall be employed concurrently in more than one full-time position.
