There is created and established within the Treasury of the City of Los Angeles a special fund to be known as the Attorney Conflicts Panel Special Fund (Fund) for the receipt and disbursement of funds to pay for private legal counsel to represent the City as needed to avoid potential conflicts of interest when representation by the City Attorney’s Office would violate the ethical rules governing professional obligations of attorneys. The Fund shall be administered by the City Administrative Officer. Interest earned on the Fund shall be credited to the General Fund. Any surplus funds remaining in the Fund at the end of a fiscal year shall remain in the Fund.
