Except as otherwise expressly provided in this chapter, the provisions of Charter Sections 501 through 513 shall apply to the Department in the same manner and to the same extent as they apply to departments created by Charter Section 500(b). All employees of the Department shall be subject to Article X of the Charter. The General Manager shall be exempt from the substantive provisions of Article X in accordance with Section 1001.
