Except as otherwise expressly provided in this chapter, the provisions of Charter Sections 501-513, inclusive, shall apply to the Board in the same manner and to the same extent as they apply to Charter created departments under the control and management of a board of commissioners. All employees, including the general manager of the Department shall be subject to Article X of the Charter, including Section 1001 concerning exemption from the civil service provisions.
