Sec. 22.621. Control and Management of Department.
 
   The Department shall be under the control and management of a board of nine commissioners to be known as the Board of El Pueblo de Los Angeles Historical Monument Authority Commissioners, hereinafter referred to in this chapter as the “Board”.
