Sec. 22.359.1. Powers and Duties.
 
   The Office of Contract Compliance shall have the following powers and duties:
 
   1.   To engage in activities of a research, educational, advisory, assistance, or enforcement nature for the purpose of aiding in the increase of employment of minorities and women by contractors and vendors doing business with the City;
 
   2.   To recommend to the various offices, boards, departments and bureaus of the City, and to the Mayor and Council such legislation, action, and programs as may be necessary to achieve the purpose of the City’s Contract Compliance Program;
 
   3.   To investigate prevailing wage violations and enforce compliance of City, State and Federal Laws;
 
   4.   To formulate proposed Affirmative Action Plans and to enforce the non-discriminatory provisions, as required and provided for in Division 10, Chapter 1 of this Code;
 
   5.   To ensure that each person, construction contractor or vendor doing business with the City complies with the requirements of the Affirmative Action Plan applicable to their contract;
 
   6.   To make periodic reports to the Mayor, the City Council and the various City offices, departments and bureaus; and
 
   7.   To ensure utilization of Disadvantaged, Minority and Women–Owned Business Enterprises as otherwise required in contracts relating to construction, procurement and personal service contracts.
