The Board of Public Works shall have power to acquire and take by purchase, condemnation subject to Council authorization as set forth in Charter Section 581 (e), or otherwise, in the name of the City, any and all property that may be necessary or convenient for the construction or completion of any public work or improvement the construction or completion of which the Board of Public Works has charge, superintendence or control, and the cost of which is to be paid from the proceeds of bonds issued and sold by the City, or from any other funds under the jurisdiction and control of the Board available for such purpose.
