Sec. 22.71. Direct Operations at Scene of Fire.
 
   As provided in Charter Section 521, the officers of the Fire Department who are in charge at the scene of any fire or emergency shall have full power and authority to direct the operation of controlling and containing the fire or emergency. In the course of those operations they may prohibit approach to the fire or emergency site and may remove or cause to be removed any person, vehicle, vessel or thing not needed in controlling and containing the fire or emergency or preserving property in the vicinity.
 
   Any person who shall in any way obstruct the operations of the Fire Department in connection with any such fire, or who shall disobey any lawful command of the officers of the Fire Department in charge at the scene of the fire, or of the police in cooperating with them, shall be deemed guilty of a misdemeanor.
