No City personnel shall be employed or City funds used for ground breaking, dedications or other public ceremonies scheduled to continue past or to commence at, or within one hour before or after 10:00 a.m. on regular working days of the City Council, unless there has been approval with respect thereto by the City Council at least one week prior to the scheduled date of the ceremony.
