All sealed bids shall be delivered to and filed with the City Clerk and at the time and place specified in said advertisement the Council shall, in open session, examine and publicly declare the same, provided, however, that no bid shall be considered unless accompanied by a cash deposit or a certified check as hereinafter provided.
