The provisions of the Debt Management Policy, the Policies and Procedures for Mello-Roos and Special Assessment Districts, and the Reserve Fund Policy are directory only and any failure to comply with their provisions or any departure from them shall not affect the validity of the sale of any bonds or the indebtedness or obligation of the City or the related Community Facilities Districts.
