The laws of the State of California establishing the procedure for the creation of bonded indebtedness in force at the time any bonded indebtedness is created by the City shall, so far as applicable, be followed, except for revenue bonds issued pursuant to Charter Section 609 or related ordinance or other bonded indebtedness issued pursuant to other procedural ordinance.
