Whenever the term Purchasing Agent of the City is used herein, it shall mean the General Manager of the Department of General Services, who is authorized to make purchases on behalf of the City as prescribed by the Council by ordinance. The purchasing procedures set forth in this chapter shall constitute the Centralized Purchasing System referred to in Charter Section 505.
