There is hereby established in the City Treasury an Emergency Operations Fund. Into it shall be deposited money provided by the City in the annual budget or at other time for the purposes of this chapter, and, as directed by the City Council, any additional money the City receives for these purposes from other sources. Money in the Emergency Operations Fund shall be expended by the General Manager of the Emergency Management Department (Coordinator of the Emergency Operations Organization), subject to the approval of the Chairman of the Emergency Operations Board, or his or her designated representative. Money in the Fund received by the City from other sources shall be regarded as a Trust Fund and shall not be transferred to the Reserve Fund as provided in Charter Section 344.
