It shall be the duty of the Board, subject to the provisions of the Charter, to supervise, regulate, control and manage the affairs of the Emergency Operations Organization of the City of Los Angeles, including the right to issue instructions to the Chiefs of the Divisions of Emergency Services as set forth in this chapter. The Board shall also have the power to make and enforce all necessary and desirable rules and regulations for the purpose of governing the said Emergency Operations Organization during periods of preparation, local emergency, response and recovery and for the exercise of the powers conferred upon it by this chapter. The Board may appoint committees of the Board or other committees as it deems advisable for the administrations of its affairs. The Board’s actions with respect to emergency preparedness or response activities shall be subject to the direction and approval of the Mayor.
