Whenever the City of Los Angeles acquires real property for public use, relocation assistance, as provided in this article, shall be paid to, or for the benefit of, the occupants of said real property. The cost of providing such relocation assistance shall be paid from funds appropriated or otherwise made available for the acquisition of real property or rights therein for the project for which said real property or rights are acquired.
