The procedures of this article shall apply to all relocation payments made or other relocation assistance given when real property is acquired by the City of Los Angeles, excepting real property acquired by or for departments having control of their own funds. It shall be applicable to such departments if and when the Board of Commissioners of such a department shall adopt a resolution electing to make payments hereunder.
